State of California, Department of General Services (DGS) Awards Sustainable Spend Analysis Contract to IERS LLC.
Following IERS’s successful multiple sustainability impacts Spend Analysis for the U.S. Federal Government (GSA), and its recent receipt of the SPLC’s Sustainable Purchasing Leadership Award, IERS has been contracted by the State of California, Department of General Services (DGS) to conduct a multiple sustainability impacts Spend Analysis of circa $30bn of the state’s procurement.
The DGS oversees procurement in the State of California, sets procurement policies, and implements procurement programs. It has the responsibility to implement the Environmentally Preferred Purchasing (EPP) program. The EPP is the procurement of goods and services that reduces impact on human health and the environment as compared to other goods and services serving the same purpose.
The Governor’s Executive Order B-18-12 calls for an increase in Environmentally Preferred Purchasing (EPP). In response to E.O. B-18-12, the California Department of General Services’ Procurement Division seeks to enhance its “Strategic Procurement Initiatives” by establishing metrics using an IO-LCA (Spend Analysis) framework to analyze state spend and identify “hot spots” within industry sectors.
Consequently, in 2015, the CA-DGS contracted IERS to apply the IO-LCA framework and conduct works of Spend Analysis to assess state spend and benchmark expenditures by sustainability impact. The purpose is to identify areas of focus for the EPP program in order to lessen the economic, social and environmental impacts of state spend, and to establish action items that support state government sustainability goals.
IERS will analyze the state’s expenditure categorized by industry sector and Environmental, Social and Economic (ESE) impacts, including: 1) Water Efficiency; 2) Global Warming; 3) Toxicity; 4) Energy; 5) Resource Conservation (waste); 6) Human Health.
The results of the initial Spend Analysis, extended LCAs and reports will be presented via a multimedia stakeholder meeting to review the results across types of purchases, vendors, and 100 departments. The meeting’s objectives are to help stakeholders gain a clear understanding of impacts, both positive and negative; of recommendations that are provided from the results of the Spend Analysis; and to gain Stakeholder consensus for future goal setting activities.
A final outcome of this effort is a consensus based decision that produces goals and action items, leading to greater advancements in sustainability and understanding the significant role purchasing activities play in protecting the community.
